I guess it is the annexation of Texas, but whether slavery would be legal in Texas or not was also a big issue. Texas as a state was mostly a done deal; whether it would allow slavery was contentious.

I'm really thinking the answer may be slavery in the western territories. Yes, in Texas. No, in California.
